Here is how the theory works: It takes most cars about two seconds to clear an intersections (assuming they are traveling at the legal speed limit). If there was a two second delay between the light turning red and the opposing light turning green, this would give other cars a chance to completely clear the intersection before the traffic going the other direction would be able to legally proceed.
The problem with the red light cameras is that they merely punish those who have already ran the red light. Those in favor of the delayed green signal explain that “red light cameras only take a picture of the offender after he kills someone running through the light.”
